How many inches of soil to dig out of putting green installation?

The base preparation for artificial putting greens is the same as regular artificial grass. So typically you will need to excavate about 4” of soil then put a bottom layer of 2-1/2” thick of drain rock and a top layer of decomposed granite at 1-1/2” thickness, both layers will be compacted at 90%.
